sunking troubles

so i finally got some sound out of this thing after some minor trouble-shooting,and i found d3 was bad, but now im getting a signal through the pedal but it sounds almost over distorted and if i turn the gain up all the way it sounds like a fuzz pedal! the only thing that i noticed was that pin 7 of ic2 was less than 1 volt even after swapping out the chip.
any thoughts?

check the values of the resistors again, you might have too high of a value in a feedback loop somewhere...

this will probably take you a while, there are a lot of them...
