On the enclosures the dashed lined, do they represent the max a PCB can be or is it best to do them just a bit less of the lines?

Those are "safe lines" for pots. IOW, I use them to make sure my pots don't contact the walls of the enclosure. They are also a guide for limits on PCB dimension like you said but you can go slightly past them (because the sides of enclosures are sloped and are a little wider at the bottom than they are at the top). If you use the same display grid as I do you'll see you can draw the dimension layer just a hair beyond the dotted lines on the grid (I use 25 mils with a multiple of 4 for my grid).
