Honey dripper not vocal

First of all hi to everyone reading this, I am very grateful to anyone that can help solve my little problem. So I recently got around to building a Honey Dripper, soldered everything, waited like crazy for a shipment of the missing parts, put those in and found out that it isn't working as it should. The problem is that there is no vocal effect to it. The guitar signal gets through and is affected by the circuit, and when I change the position of the 3p4t there is a change of sound as well but the pots don't do too much. It basically sounds like a wah stuck in one position.
I have swapped the lm324s with tl074s, tried new CA3080s (but from the same order), swapped the tl072 I was using with a rc4558 but there was no difference. The other mods I have done is putting in 1n34a as D3 and D4, used a 240k resistor as r5, a 2k as r21 and 2n2 as C2. Also, I didn't have 1n5 caps so I put in 1n for C6 and C7 but the rest is pretty much stock.
I also took some IC readings and after doing this I realized that the battery read 7.6v, so I replaced it and tried to make it work without any success. The readings are:

Also, I need to add that I got the switch and the CA3080s on ebay, from goodbuy7888, just in case they are infamous for bad parts.
