Anybody know what this tool is?

My pops works for DWP out here in LA. He works on the power side, and gave me a bunch of his old tools that he said may or may not help me in my recent interest in pedal building and electronics in general. This is one of the tools he gave me and I have no idea what it is? It may not even be for electronics, but I thought this would be the place to ask if it was. Any of you homeboys ever seen one of these things? He gave some super nice sheer cutters as well. Flat angled and everything! Luckily I know what those are
