Problems with a PT2399 delay project

I received a PCB (not a MBD project) for a PT2399 delay.  I populated it and powered it up.  For about 2 seconds, it passed a signal with repeats....then stopped working.  I replaced the regulator (78L05), put in a new PT2399, and the same thing happened.

I took voltages on every pin of the 2399 -- and got 0.0 on every one.  Anybody know where something is going wrong here just from this info?

More info is needed, first of all what circuit is it? A link to a schematic or build doc would be good. Read the debug thread here. Check for bad solder joints/bridges. Check continuity for power and ground.What are the voltages at the regulator? Photos of both sides of the board could be helpful as well.

Any chance the PT's are from Tayda? If they are and you have more pop in a few more just to rule that angle out real quick.

Is the digital ground and audio ground on the chip tied together?  I believe those are pins 3 and 4.  I would check that.

Nevermind...fixed it.  Chip installed upside down.  Mea Culpa.
