Title: Moodring Help - Buzz, Wrong IC Voltages

I attempted the Moodring for my first build - probably should have started simpler, but I'm already this far now, so no going back. I have everything hooked up, and I can pass a good clean dry signal through it. However, whenever I add in the "mood" knob, I get this awful reverberated buzz sound. Additionally, when I test my IC voltages, I am almost dead on everywhere. The places with wrong IC voltages are:
IC1: pin 2 (4.2V instead of 4.54V)
IC3: pin 7 (0.52V instead of 0.69V)
IC4: pin 3 (2.24V instead of 4.13V), pin 5 (2.24V instead of 4.13V)
I've checked every resistor and have found them all to be of proper value. Any thoughts?

You did have the BTDR-2 in there when you tested it?

Yes. Just removed it to ensure all connections looked good underneath.

Is anything making contact with the back of the potentiometers?
