need help reading schematic

resoldered the joint, looks ok.  still reads low on dmm??
quick tested with audio probe  and have sound coming from pins 5 and 8??

Like Jacob mentioned, you also have to check for a possible solder bridge.  You need to make sure that you don't have continuity where you should not.  You shouldn't have sound on pin 8.  It sounds like you may have an unwanted connection between pin 7 and 8???  I don't know if that would give a low reading on pin 5 though.

found unwanted connection between pins 7 and 8 when swapping an IC before I bent a pin under. 
So I put in a different IC and got these readings
Pin
1=0
2=1.8
3=1.8
4=1.8
5=1.8
6=1.8
7=1.8
8=3.9
audio probe now shows no sound at 8 and sound at all other pins
