need another set of eyes. SOLVED

Can you see a difference at all between these two schematics? I've hunted and I don't see it. The problem I'm having is it goes from ungodly slow to usable fast but no more. It should go much faster speed wise.

First one: no pulldown R @ input, no series diode in power (uses the diode as a crowbar instead), no 100u 9V filter cap, smaller VB filter cap (10u vs 47u).  Part numbering is different beyond that.

Switching is not shown, that could be different (ground the input/output on bypass, etc.)  One LED/CLR is shown, the other is not.

It's just on my test platform right now. It's gotta be a part then. I've switched ICs, I'll check the others again. Thanks for looking at it.

Edit: and this is what happens when you get cocky and over confident in your skills. I checked the resistors, and film caps but not the electros, found the wrong one and fixed it.
