Title: Noob question

Do I have to have all the pots connected to the board to test it on my breadboard. Say if the output is connected to a pot can i just put a wire from pot lug 1 to the output to test it or do i need all the pots on

It entirely depends on the function of a potentiometer. Without knowing the PCB you're working on, I would say that YES you need to attach all the appropriate parts and wiring, including the pots, for any project you're working on. There might be some specialized cases where this isn't necessary, but you didn't give us enough details to determine that.
