Is it normal that I need to dime the harbingers volume to get unity (or just very slightly under it)?
Everything else seems to be working, just have to keep the volume maxed.

Yes, your volume will be in the last 1/3 - 1/4 rotation most of the time. The univibe doesn't have much output.
