I want to use one is smallbear's dual concentric pots for a reverb, but both gangs have to be the same value and the schematic calls for different pot values (same taper, though).
Is there a way I can implement some resistors to, for example, make a 10k pot do 25k?

You can make a pot smaller but not larger.

What are you building? It's possible you can do what you need to with a 10K.

@Jon I'm making a tenebrion reverb. Thinking about doing the 25K Reverb and 10K Tone knob together. The Feedback is 250K, biggest difference, so might not be a good candidate.
You can put a resistor between pins 1 and 2 and another resistor between pins 2 and 3. This can make a pot of a larger value appear smaller. As Jon had said earlier you can only go from larger to smaller.
Here is a nice online calculator to do this.

Click the 'Linear Pot' link on the side and enter the value pot you have followed by the value pot you want it to be and it will tell you the value of resistors to use. You can also change the taper by mismatching theses to resistors. Try clicking the 'Taper Pot' link for this.
or just buy a couple of them and take them apart this way you can mix and match the carbon tracks
this works on double gang pots, not sure about dual concentric

I would, but the ones smallbear sells are 9mm, so I wouldn't dare take it apart for the fear that I wouldn't be able to put it back together.
