Title: Schematic: is tone control correct?

R6 is supposed to be a tone control, but it acts more like a volume control.
Any help is greatly appreciated...

It's acting with C5 as a highpass filter, where R6 is the part you can alter to change the filter's frequency.

There's probably some signal loss, but you'll get that with just about all passive filters.

Perhaps it's just the way the schematic is drawn but it feels like something is missing, and the behavior seems wrong.
