So when you hook up 18v to a pedal backwards, it blows up a lot of junk. Am I going to have to replace every IC and transistor?

There's a polarity protection diode so not everything is necessarily dead, depends how long you took to find the problem, start with replacing D10 and if that doesn't work then the regulator and any electros in between.
