Building the Total Recall pedal and I'm wondering if replacing R23 with a 33k resistor instead of a 33.3k and R24 with a 24k resistor instead of 24.3k resistor would cause any issues?

It will not cause any issues. You'd have to have some serious golden ears to be able to tell the difference.
