Hey, would a leaky C4 electro cause static in the sus pot when it's turned? In other words, I get static in sus pot when I turn it, otherwise, it works fine from what I can tell.

It's perfectly possible. Measure the DC on the pot on a microvolt setting and turn the knob, see if you get any change.
If you have a high value little stacked ceramic or can squeeze a film cap in there you can get away with 1uF instead of 10uF. The cutoff will be 15Hz.
