Title: Aion Refractor Low Voltage

So I built a Klon awhile ago, and it's just starting to act up.

The problem is coming from IC2 (TL072), that's where the signal stops, and the voltages look really wrong:

1: -8.15
2: 3.56
3: 4.25
4: -9.28
5: 4.25
6: -8.13
7: -8.2
8: -8.17

There's no +18V coming in, and I think that's the problem. I'm not sure if it's somewhere near the IC, or somewhere near the charge pump.

Here are the charge pump voltages (TC1044SCPA):

1: 9.3
2: 5.53
3: 0
4: -3.75
5: -9.28
6: 4.5
7: 5.97
8: 9.7

The correct amount of voltage is getting to the PCB from the DC Jack, IC1 (TL072) is working fine. Any help is appreciated, thanks!

Sounds to me like you don't really need help, maybe just a bit of a dose of confidence.  Your thinking is totally sound.  So just keep going with it.  It's like you went 90% of the way to solving your problem, then for some reason just stopped when you're so close to the end.  Yes, the Klon has a relatively complicated power supply.  IC2 needs to have +18V on pin 8 and -9V on pin 4.  You started by measuring your IC2 voltages--good call.  So pin 4 is right.  So what's going on with pin 8?  It should be somewhere around 17V.  So you've got a problem with your power supply.  Just use the schematic to follow that rail back to the charge pump.  Make sure you have +18V at that junction between D4 and C22.  That should tell you what you need to know.
