Ive seen several charge pumps over the years utilizing different capacitance values but whats special about this one that is used in the Colossalus flanger as it looks different to others, is it superior?

"Different capacitance values" where? Which capacitors, and what are the schematics you're comparing that to? There are five capacitors there. C25, C26, and C27 are just normal filtering caps for a power supply.
