There is the orginal schematic of the shin ei vibe on the web, but this one as the outside speed controler, so can i use the schema of a phase 45 and add it ?

Did a quick google and got buried under a whole load of different schematics.... Could you please post the one you are referring to? And what do you mean by adding the Phase 45 schematic? Both Brian (Madbean) and Jacob Kokura did a Vibe project with a Speed control (Jacob's was a one-off type of thing, but Brian's is still available!), maybe that is something you'd be interested in?
