I'm wiring up a test rig with a RR on a rotary switch for variable power for different effects. I want to further mod it to make the 15v regulator selectable between 15v and 12v. To wire up the two regulators would I just use 2 a 3dpt switch and solder the regulators to each side and wire the center lugs to regulator pads on the RR? Am I overthinking it?

That should work. You could also just wire a 78L12 on the rotary switch for another position.
You COULD do that but remember... you now have DC power and GND running inside the same toggle/stomp. Could be a possible noise and/or zap hazard.
You could use an LM317 and make it variable! Calculate resistors to put on the rotary for various voltages, or use a pot and a simple digital volt meter. Wouldn't that be neat.
