For a build like the Dirtbag where the delay ICs only have 8 legs, would any harm come from snipping the unused socket legs in-between?

On the Dirtbag board it kinda looks like you would have to. It certainly won't cause any problems with the socket.
FWIW most guys use the srtip of SIP sockets and snap off 2-pin sections for the 8 legs.

What Timbo said! you can't have enough of that stuff around, IC's, transistors, diodes, anything you might ever wanna swap or is heat sensitive: SOCKETS!

If you prefer, you can also pop the pins out of the machined sockets instead of cutting them.

This seems the best way, to me. Obviously not applicable with leaf spring contact sockets.
Actually, both the machine pin and leaf type pins can be popped out.
