having trouble with this build, built several over the yrs? My voltage at r7 goes from 9v to .40 ...22r 1/4w resistor... am I losing my mind? am I missing something? after that part seems pretty consistent .40 volts in the build?

This is my first build, I've wired up pickups & switches before, but this is a tad different. If someone could 1st take a look at my board to see any problems build/solderwise & 2nd advise me on how to trouble shoot, what steps to take where to begin etc. Thanks!

The BOM calls for a 1uf 25v cap for c12, the link takes you to a 1uf 50v cap. which is correct? also I don't have either of them, what is a suitable sustitution? I do have lots of 10uf 50v on hand.
