General Questions / Help with LectricFX Star Chamber

Hello folks,

Just got done a Star Chamber project to the point of calibration and have hit a few snags.  The wet signal seems much lower than the dry, and I'm not getting any effect (delay) whatsoever.  Hoping some of the geniuses on here can help me out... Voltages below to start - thanks in advance!

Open Discussion / Help with V2/V3 Electric Mistress

Come one, come all, and join me on my latest vintage EH repair project...a V2/V3 Electric Mistress:

This looks to me as though it has had the power section upgrade/fix already completed, and likely long ago.  The effect does not pass any signal, and I have admittedly not gotten too far deep into it.  For as long as I have owned it, it has not worked.  I suspect the power section may have been damaged, given the following voltages, just to kick things off:

LM471
1. 16.88V
2. 18.28V
3. 16.88V
4. 16.88V
5. 16.88V
6. 18.00V
7. 18.46V
8. negligible

4558
1. negligible
2. 16.5V
3. negligible
4. negligible
5. 16.5V
6. 16.5V
7. 16.5V
8. negligible

The pedal is being powered via a Voodoo Labs Pedal Power 2 (18v positive tip).

Now, I'm far from an expert, but that's a lot of "16V" going on.  Am I right to think that step 1 is to change out the LM741, or might it be OK and I should move straight to replacing the 4558?  As always, much appreciation for the community support.
