I think I might have figured out the problem.  I somehow managed to use a 22k and a 1k resistor for the voltage divider instead of two 22k resistors.   ::)

This would explain why I was reading 9.5V on pin 8, and 0.4V on pin 5 of the IC.

Hopefully correcting that will get everything sorted out.

Not sure if it was working before boxing it, or not.  No new soldering was done on the switch or jacks.  I just clipped the wires from the circuit that was already in the box, and soldered the wires together to make the connections.

I also made sure that the board wasn't being grounded out on anything.

I started a Krunkee build about 2 years ago, and got done except for putting it in a box.  It was never tested at that time, though.  Life got in the way, is why I never finished it, or any other pedals for that matter.

Anyway, fast forward 2 years, and I finally decided to box it up.  I reused a box that already had a switch, jacks, led, and power already in it, so all I had to do was spliced the ins and outs together.

Unfortunately, it doesn't work.  I can get a little sound out of it with the volume and gain all the way up, but it's only a faint farty octave like sound.  I can't see the clipping LEDs lighting up either.

I've gone over the pads and traces to make sure there were no solder bridges.  Beyond that, I really don't know what to do.  I know the IC works, because I tried it in another pedal.

Any ideas what could be causing this?

I would definitely be interested in a project like this!

I use a looper, but not for combating tone suckage.  I mainly use it so I can easily turn on multiple pedals with one or two clicks.  I made a 3-loop pedal with a tuner out that also acts as a signal mute.  I have mine set up so that loop one is for pre-dirt effects, loop-2 is for dirt pedals, and loop-3 is for post-dirt effects.

Sorry to hear about your loss Brian.

The loop pedal was the first one I built, and I built it out of necessity.  It was pretty easy to build and design.

As for the Grapevine, I'm not completely sold on it yet.  I'm not sure if I flubbed something up in the build or what, but it just doesn't sound like I was expecting based on all the clips I've heard of it.  It seems a bit muffled without much definition, and when the tone is turned up, it seems to just add more upper mids rather than treble clarity.  It works much better through the Triumph than it does the Classic 30.  Mainly because the C30 seems overly dark for some reason.

At the moment I'm using either a PRS Custom 22, or a Fender MIM Tele into a true-bypass 3 loop pedal.  Loop 1 has an MXR M117r flanger, Loop 2 has my own variation of a bufferless TB tubescreamer into a Grapevine then into a Crunchbox (soon to be replaced with a Krunkee), lastly loop 3 has a Boss CH1 chorus.  I've also got a couple delay pedals in the lineup to build.

All that goes into either a Peavey Classic 30 with an MXR 6-band EQ in the loop, or into a Peavey Triumph 60 head (with a couple mods) into a Weber 4x12 cabinet with Weber Thames speakers.

This setup lets me get pretty much any tone I could ever want.

No biggie.  My email addy is edgranholm, so it does confuse a lot of people.  Call me whatever you want.  Asshole seems to be a popular way of addressing me,  ::) ha ha!

Also, what is the voltage reading between R9 & R10?

I suggest double checking the value of R8 to make sure that it really is 330r.  I believe you'll have to desolder one leg to get an accurate reading.
