C12 is 22nF and R10 to ground is 1M.  That makes a corner frequency of f = 1/(2pi R C) = 7.2 Hz. It shouldn't have any effect on audible signals.  Sometimes the first and last coupling caps don't filter out audible bass.

BTW, I have read the datasheet for the LM308 op-amp a few times and have never persuaded myself that its slew rate or gain-bandwidth are so low as to make a difference at guitar frequencies (up to 5 kHz or so).  The Rat circuit just kinda sounds like a Rat. I think if one wants something that sounds different, maybe a DOD 250/MXR Distortion+ ?

i know this is a little old but I BUILT 3 OF THESE. got mad and destroyed one but they all 3 had the same exact problem u described and im pretty sure i change almost every ic and transistor on these  lowriders, and touched up solder joints. harrdly any sound at all. a very faint octaver sound if i cranked my amp up really high

True their are limitations but it takes 5 minutes and zero dollars to try it

If the pickups have adjustable pole pieces you can lower the pickup then raise the pole pieces. This is supposed to brighter the tone a bit

Not sure how it's wired but 50s style wiring seems a bit brighter to me

Lastly, I recently read about a mod where you put a cap between the pickup hot wire and the pickup selector switch. Smaller cap = less bass

If you listen to podcasts and you've not discovered it yet, No Guitar Is Safe is a good podcast. They interview a lot of famous and not so famous players. The best part is the host is a damn good player as well and jams with the interviewees.

Small value caps between the base and collector of Q2 and or Q3 might help
10p might be a good starting point
