You're not going to hear a signal at pin2 of that IC. But, you should hear it at pin1. Your voltage on pin7 is too low. So, either there is something wrong with the soldering, the socket or the IC. Since your bias voltages (4.5v) are correct otherwise, the IC might be the culprit.

What I do in these case is actually pull all the ICs and audio probe incrementally. With IC1 removed:
-If you have a continuity checker  on your multimeter, verify that R2 and the empty pin2 socket have continuity. Verify that pin2 does not have continuity with pin3 or ground.
-With the IC still removed, verify that audio gets to the empty pin2 socket (you should hear signal there without the IC in). If you have no audio, then you have lost the signal at R2.
-If you do have audio at pin2, re-insert the IC and check pin1 for audio. Same problem? It's the IC. Pull an IC from a working build and try that. If it's still not getting audio at pin1, then there is something else going on....maybe at the board level like a tiny short with the soldering.

I did a test: dropped 3 international shipments at once a few days ago, 2 using regular 1st Class and 1 using ShipStation Flats service. Regular 1st Class have already left the country. ShipStation Flats has zero tracking updates - not even a acknowledgement of receipt by my local USPS.

Update: I am several weeks into my DNGAF attitude and I can honestly say I feel much, much better. A lot of the anxieties I felt about the world (esp. things happening in the USA) have diminished and I've let go of the constant outrage I was feeling about stuff that is beyond my control. I'm keeping myself informed about what's going on in the world but in a more detached way. Even with events in my personal life. Starting to remember that I used to be much more of a Taoist!

R16 is your dry through so that is the resistor to lift. The 60/40 blend Scruffie referred to would be the 13k/8k2 mixing resistors.

There's a good EEVBlog video on youTube about techniques you can use to minimize noise in audio amplifiers. Couple things I remember from it: instead of doing a single high gain stage, do two or more lower gain stages in series. Second thing was adding a small amount of series resistance at the output of each stage, like 100R to 1k, to reduce noise. First tip is not so effective in guitar pedals like overdrives because we are typically using them "the wrong way" to create distortion, not minimize it. It's probably more helpful when working with something that's supposed to have fidelity (which ain't guitar pedals). Second tip is useful though and you will see it over and over in circuit designs.

It looks like you can integrate ShipStation with Paypal API. So, that might work out for me. $25/month is more than I pay for Endicia but it's a worthy expense if it makes me not have to get on the phone with them. Phones...bah. How quaint.

It only took a few minutes so I went ahead and updated the project. The 47n cap is now on the board and the schematic and BOM were updated. I did, however, note those changes as made on 1.25.17 instead of 2018 because apparently I don't know what year we are in and I'm too lazy to re-export the images.

Yeah it appears I omitted that erroneously. It should still function however it may cause some noise with DC across the Gain pot. I will fix that up when I have the chance. Thanks for pointing out the mistake.
