Q1 isn't hooked up to the power. The collector voltage should be closer to 12V. The tiny amount of voltage you have is probably just incidental from the base voltage.

It's hard to tell from your pictures, but double check the resistor that's just above the 549C on the far right of the perfboard layout. It's supposed to be 4.7K. In your build, it looks like it might be a carbon comp resistor (the picture is super blurry so I can't read the color bands on anything). Carbon comp resistors use a different color code for the multiple. Make sure it's not 47K. Or just make sure you didn't get it mixed up with the 4M7 that's right next to it.

Make sure your BF245 is in correctly. The pinout is backwards from a J201.

It wasn't clear that you still didn't have delay.

You need to audio probe the PT2399 to find where you are losing signal. Follow the schematic, and tell me what you have at each point in the audio path -- that's the collector of Q1, the emitter of Q1, pins 11-16 of the PT2399, and lugs 2 and 3 of the repeats and feedback pots. I need to know EXACTLY where the problem is occurring. Guessing won't get us anywhere.

You should also post updated voltages and updated pictures.

Older Memory Mans had 2x MN3005.

Newer ones have 4x MN3008.

The deluxe memory BOY, on the other hand, is the cool audio chips I think. (At least, I don't think they're Belling, but they're definitely not Panasonic.)

For some reason the basement is noisier than it used to be in my living room. There's nothing on down there.

Some noise is from me sitting a foot away from the amp. It's really cramped down there, though. Not a whole lot I can do about it.

Dave, this may be my favorite finish/design I've ever seen of yours. I don't think I've ever seen something remotely like it on a pedal.

I think FSB did an etch layout. I didn't see a vero anywhere. I'm not sure what you'd end up with if you tried to vero a chorus ... layouts matter in a circuit with a clock of any sort. The chorus circuit on my breadboard makes noise whenever my hand gets near it or I turn on the desk light. :/

But I generally try to keep the input and output wires as far apart as I can. Doubly so for really high gain stuff.

I also try to keep the wire runs as short as possible, while still allowing a bit of slack for general strain relief and also on the off chance I might need to unbutton things and rework something.

The Little Angel is PT2399 based. It honestly sounds wretched to me. I breadboarded it like a year ago and hated almost everything about it: It's terribly noisy, it has ye olde familiar PT2399 headroom issues, and it can latch sometimes even with Mictester's latching protection scheme. Oh, and it's noisy (not sure I mentioned that).

Scruffie warned me that the Zombie was noisy, and after breadboarding it I agreed with him.

The Pork Barrel, Small Clone, and MXR Microchorus are all three pretty good designs with MN3007 layouts around.

They seem fine. They don't have any wiggle or give in the rotary action, and they click pretty softly so I wouldn't see them getting abused too much.

Jacob: Would it help if I took a picture with a knob and next to a pot? They're taller (with the pins) than a pot, but they look about the same height as a 16mm board-mounted pot when it's offset slightly (which, I think, you have to do when there's any sort of switch, right?)

Dave Rolo used these in his Twin Peaks (his tap tempo harmonic tremolo), and I finally got around to ordering some. The picture doesn't communicate how small they are. They're about the size of a normal 16mm pot!
