When my troubleshooting becomes troublesome, I will take a picture of the the solder and look at it enlarged. It helps.

There are several solder joints that look almost empty. Each joint should look like a silvery Hershey's kiss. They should flow through the pad.Reflow and add where needed, then let's see where we are. If we go one step at a time instead of guessing, it will save a lot of time and effort.

There is either a short to ground, or a missing trace between the regulator and c58. The path goes through c58 and pin 1 of the pt2399 above it. You should have voltages on c44 and c48, they're all connected. Checking for continuity would be the easiest way to test, for me anyway.

Two P-Rails, V/T setup, two DPDT switches for the pickups (or 1 if real estate is an issue), and an on board Bloviator (trimmer pots inside to tune, switch in the second tone position to bypass).

P-Rails are the Swiss Army knives of pickups - they don't do anything particularly great, but they do a decent job of all three.  I have found they sound better in Fender-ish guitars and longer scales.
Throw a couple of push pull pots instead or switches.
