My friend wants me to fix his little shitty practice amp. You turn it on and you get this white noise over the signal. Now it's not tube so what could it possibly be? Bad cap maybe? Not opened it up yet.

If you have not had experience working on amps before I suggest not doing anything until you read up on the precautions of working with high voltage. There are some serious/deadly things that can go wrong when working with amps.

I would also do a simple visual inspection of the amp to see if there is anything visually wrong (burnt components, broken wires ect..)

Search around online for a schematic/service manual for the amp.

First and easiest check, make sure the problem exists outside his space. It could be something as simple as his homes wiring going a bit wonky.

Past that things get more complicated, particularly if its one of the "smarter" solid state amps. For example, my Fender Mustang 1 would be a nightmare to work on as its mostly digital modeling. So, try to eliminate the simple things first.
