Pepper Spray hum issues - UPDATED WITH VOLTAGES

Thanks lincolnic! That helps rule out one more possibility.

I'm looking at the old tantalums I grabbed at work now, as it looks from what I was reading at DIYSB that the 47uf cap is the most likely place in the circuit to have oscillation/motorboating if the value is off. I swapped out the 47uf yesterday for a different one and now I can at least hear some distorted guitar signal to go along with my oscillation. I'll do the 2.2uf today and see what happens.

Okay, so at this point, I've swapped out 3 out of 5 resistors and 3 out of 7 caps on this board to no avail. The motorboating is still there. However, I can hear faint distorted guitar signal if I play through it.

Now, here is the weird part--when I play single notes, it sounds like the craziest sub-octave fuzz I've ever heard--like, two octaves down. Knowing that my transistor voltages are typical, I've tried multiple transistors in each position, and I've got good continuity across the board, does this point in any particular direction?
