Not sure if this is how it's supposed to work, but I find that the echoes seem to have a noticeable amount of hiss in the background. Is this normal?

Sounds like you might have a bad PT2399. Try a different one; some are noisier than others.

Any suggestions for where to buy? I hot thus one from smallbear... And it also sat in a tin can mail box all day in 30C temps before I got it out.

I read somewhere that the quality in PT2399 is varying with all dealers, so you can pick the cheapest ones.
There is usually no damage to loose chips when they heat up - as long as they are not starting to melt  :D
