Sunking voltages off

Those caps have dangerously low voltage rating, but their values are fine. You should replace them if you expect to be using this with any higher voltage than you're currently using. I don't know whether they're at risk right now, but it's better to be safe than sorry.

Usually those caps would be fine if you're running a pedal at only 9V, but because this project uses a charge pump to raise the voltage rating, it would mean that they could potentially see higher than their voltage rating.

However, I'm not sure what you're asking about with your voltages. You haven't really explained your problem, nor given us enough data to really help you out. If you haven't yet, I encourage you to read the 'rules for getting tech help' thread and maybe give us some more details on what you're experiencing, and what sort of sound you're getting. Also, if you read up on some basic debugging tips in that thread chances are you could find your problem without us.
