Touch Sensitivity between theory and magic

Hi guys, I'm going to ask you a really simple question...I'd like to know your point of view on that... What really makes and affects the touch sensivity of a pedal, and what are (in your opinion) the best way to implement this feature...

I do have my own (personal) interpretation of this topic, and, according to my experience, I've already answered this question...
I think that, for (just) 9v volts powered pedals, the sensivity IS the sensibility (of the circuit) to the instant variations in voltage of the guitar signal, having the ability to amplify it as faithfully as possible, until clipping occurs...

What's your opinion on that?
