Totally--it would be perfect for PPH or Perf since you already have the holes and won't need a ton of "ink" to make the connections.

I wonder how close this thing is to going on the market?

There's these for quick PCB repairs. But they lack the 'draw on paper' functionality of the pen above.

i have something like that.  It works for repairs but you can't solder to it unless you bake it first.
