That's actually printed on a t-shirt transfer, and then lacquered to death!  After using waterslide decals for a long time, I've made the switch to transfers for darker colored pedals.  They are a pretty huge pain to deal with at first compared to waterslides, but the colors show up SO much better using a regular printer - which makes the white background pop out more as well
