Silverfox help/ voltages

I'm having some trouble with my silverfox build. It was working fine initially but then it started to bug up - scratching. I took it apart, reflowed some solder, thought I fixed it, boxed it up and the next day when I go back to use it, it does something similar. Now after tinkering with it, I get crazy low volume - like barely audile, with the volume maxed.

I just wanted to know if the IC voltages are correct, here is what I have:

Pin:
1 - 1.8v
2 - 2.1
3 - 1.6
4 - 0
5 - 1.7
6 - 1.8
7 - 1.9
8 - 8.9

Pins 8 and 4 look fine, but everything else is low. You should have ~4.5V...
