Geez. Fabbed boards are so cheap I can't see why anyone would be making their own two-sided boards.
I think he possibly used the Autorouter on his PCB layout software.Either that or he had half a bottle of scotch before he did it

I've never had good luck with autorouters, but generally their traces are laid out a lot neater than that.
But there is no doubt the layout is not copied from anything. It's definitely a PCE original.
