It's a cheap voltage regulator. The combination is used to make reference and bias voltages for the JFETs. You wouldn't want to use a resistor divider there because the supply voltage can fluctuate with battery life or different DC supplies. The parallel cap it to reduce noise on the VREF.

Really impressive, bud.
Looks like you might have some solder bridges on the SMD ICs, though.  Hitting those spots with solder wick ought to fix it up.

IMO, any fuzz that won't work after a buffer is just a poorly designed circuit. Like Juan said, look to the muff family or if you like the FF topology, look to Skreddy circuits like screwdriver and lunar module.

I don't think its the indicator lights that are popping. I think it's the clipping circuit changes and a DC mismatch or shift. To combat this on a build, I used 470K resistors across the lugs so the DC is never impacted by flipping the switch. If you post a schema, I could indicated where.

Any chance we could see a schematic? I've used resistors across switch contacts to stabilize DC levels, but I'm not exactly sure what the situation is in your build.
