When testing (Rocking it before I box it), I get what seems to be a boosted signal but no effect, The controls do nothing (rate and depth) and the indicater LED stays lit with no pulse for rate. The chips I'm using were obtained through Smallbear. They are v3207,v3102 I also got a set of bl3207, bl3102 and I have tried both with the same result. I have carefully checked for bridges, poor joints, etc and can find nothing amiss. Jumpers are correct as well. I have gone through ic's and tran's checking voltages. From the schematic all seems well, I don't know what all of the ic voltages are but I checked the ones given in the schematic, i.e. DC voltage. There are no erratic readings either. I am pretty new at this but I'm getting better at the debug process, this one I don't have a clue. Any help would be appreciated.

Is this the 2015 edition?  Did you make the 02.04.15 Update corrections mentioned on page 10 of the build doc?  Just a thought.

If that's not it, go ahead and post your IC and transistor voltages and decent photos of both sides of the board.

Please include pics of your switch and jack wiring as well as the board pics.

Ok turns out I didn't get the memo for the r29 fix, My LED now blinks rate, but still no effect. Rechecked voltages and they are off as follows ic 1:1- 4.45

looks like you might have a solder bridge between c11 and r16. maybe its the picture.

According to Scruffie's Some Basic Debugging Voltages thread, your 3207 BBD voltages are off.

3207 BBD
    bela1961    Scruffie
1 - 2.1mv       0V
2 - .1v         1/2 Supply
3 - 3.70        changed by bias pot, start at 1/2 Supply and adjust until the effect passes
4 - 8.46        Supply or up to 1V below
5 - varies      Supply Voltage
6 - 4.35        1/2 Supply
7 - 3.9mv       Approx half supply (varies with pin 3)
8 - 5.8mv       Approx half supply (varies with pin 3)

Your IC1 (4558 op amps) voltages look perfect and I think your IC3 (TL062 LFO) voltages look okay, too.  Not sure about the clock, but I would think that IC2:pin2 and IC3:pin4 would be the same because they are directly connected.  Yours aren't, but notice how your IC3:pin4 is the approximate voltage of Scruffie's IC2:pin2 (1/2 supply).  If nothing else, I would reflow those pins.
