TS808 gain not working, everything else works.

Everything works but the gain knob. Volume adjusts the volume, tone adjusts the tone, the gain pot does nothing.
Anyone have any ideas as to why?

This smells like a bad connection issue. Suggest you use the DMM to check connections in the Drive portion of the circuit (everything coming off of Pins 6 & 7 of IC1)

My guess is that you will find a bad solder joint or bad/broken connection/trace. Also check your resistor and cap values are correct.
