Rather than building up a pcb, why not breadboard a circuit? It'd be much easier to try out mods.

Keep in mind that lost checked luggage is a bit out of control at the moment. Definitely document anything you'll be checking so, if things do indeed get lost, you'll have everything you need to follow up with insurance.

The TI data sheet has an LM78L05 section with characteristics for test conditions of 7-20V. The Vin_max figure does seem to apply to all LM78L## devices. Current and heat may be concerns, but 18v in should be fine. You could always put a divider or other step down before the input.
